East and Gold Line P3 Project Procurement
Procuring a large complex project such as the P3 Project as a P is typically achieved through a multi-stage process to progressively qualify potential contractors in a timely and cost effective manner.RTD has adopted a two-stage process for the P3 Project. The first stage is to solicit qualification statements through a Request for Qualifications (RFQ). This will identify the most highly qualified teams capable of performing all the elements of the project. The second stage is to request proposals from the short-listed teams through a Request for Proposals (RFP). The proposals must demonstrate what the team proposes to deliver to meet the requirements stated in the RFP, how they propose to manage all of the processes involved in designing and constructing the project and how they will operate and maintain the project following completion. The proposal must also define how they will finance the project. RTD's selection of the Concessionaire will be based upon a best value selection process.
RTD intends to procure a Concessionaire to deliver the P3 Project generally according to the schedule shown below. (Note: schedule is subject to change)

RTD recognizes the benefits of open and competitive bidding process and has developed a strategy to assure that all potential participants in the P3 Project are informed of the project, are provided an equal opportunity of bidding for work on the project; and are advised of how they should direct their efforts. As a key element of this information process, RTD has arranged an Industry Forum on July 30, 2008 during which RTD will:
- Provide Information about the actual project elements
- Describe the procurement process
- Provide a venue for potential primes and subcontractors to meet and discuss the opportunities
- Be available to answer questions.
